Brake issues

Hello,
I recently changed the master cylinder on my 2005 Sedona EX (Non ABS) Bench bled the new cylinder and bled the lines over and over again. Also changed out brake shoes and pads. Pedal is hard with engine off but has maybe 1.5-2 inches of travel. If I have to stop in a hurry, it won't stop like it should. There is play in the pedal travel on the first brake application, but firms up on the 2nd pump. Another thing is if I apply the brake let off slightly (like I'm riding the brake, and apply pressure, the brake goes to the floor and I end up rolling quite a bit like there is no brake pressure.
No leaks anywhere, brake fluid level remains full. I'm at a loss here. Any advice is greatly appreciated.
